TO THE VOTERS OF HENRICO COUNTY.-- I respectfully announce myself a candidate for the office of COMMISSIONER OF THE REVENUE in the Upper District of said county.  Having served as Constable of that district for about six years.  I leave my friends to judge of my qualification for that office.  My past course is a true criterion to judge by.  If you think I am worthy of your suffrages, I respectfully solicit your votes.
