Corporal Tanner, the present Commissioner of Pensions, like his predecessor, General Black, is a “physical wreck.” Tanner was born in Schoharie, N. Y.., in 1844. In 1861, at the age of 17, he enlisted as a private soldier in the Eighth New York Infantry.
At the second battle of Bull Run, in 1862, he was struck by a piece of shell, which necessitated the amputation of both legs, one immediately below the knee and the other about half-way between the knee and the ankle, for which injury the Government pays him a pension of $72.00 per month. Of late years Corporal Tanner has devoted a large portion of his time to public speaking and is one of the most attractive and forcible public speakers in the country.
